    Nóta "The United Nations and the European Commission (DG ECHO) have both decided to avoid referring to ‘natural disasters’. Natural hazards become disasters when people’s lives and livelihoods are affected or destroyed. A hazard poses no risk if there is no exposure to that hazard, and a hazard does not necessarily have to become a disaster if we make a society resilient, which requires a global culture of risk-awareness and disaster risk reduction."
